Why? What are you trying to figure out?
The numbers I saw were all over the place. No surprise, given that they were made by all sorts of manufacturers.
Same with the Ted Williams lines.
OTTOMH, the Rimfire Disassembly and Assembly Guide, had quite a few of the Higgins models, and their makers identified.

well, I know the model 30 and 31 are .22 semi's
THe model 30 and 31 were made by Hi Standard...
JC Higgons 22 s were made by Hi Standard, Savage, and Marlin.
Get a copy of the Western Gun Parts Catalog - There is cross reference to JC Higgins guns, the models, and the contracting manufacturer and the contractors model number.
