I've come across two 941 pistols, and their safeties do not work the same way

On the short frame, I'm able to use the slide lock to hold it open, while on the full frame, the slide does not even travel a CM
More concerningly, the slide gets stuck at that point, and only moves when you pull the trigger, to "release" the slide for lack of a better term

The S is used, while the F is new, not sure if that makes a difference.
Can anyone else with a Full frame tell me if theirs works the same way, if I just need to work mine in (not yet been fired)?

If it's still packed in Cosmo that could cause issues. When I had purchased mine I had to push the slide forward manually to lock before I had gotten a chance to clean it completely.

I don't have a long one, did you try cocking it first? I haven't had time to take mine out of the safe, ( short slide steel); take the safety off, what happens?
Clean it is the first thing, when the slide is back like that , the trigger should be disconnected, and have no effect.
This pistol is one off the most 9mm I have shot, close to my HKP7

If I #### and lock it rearward first, it will go into safety.
When releasing the slide, it will go forward and decock
As it should work

The Trigger is NOT disconnected when in that almost half-#### position; pulling the trigger will bring the slide and hammer forward
Turning off the safety from that position lets the slide go forward, but keeps the hammer at half ####

Pulling on the hammer from that half #### position will also release the slide, so I assume that's where the issues are.
On the short frame, it can go from safe-uncocked into safe-locked, no issue
