Thats dumb. We should all get our guiding licence then apply for a ATC.

I disagree. Anyone who can demonstrate a need to carry a handgun for protection should apply for the permit. A big game guide would qualify for an ATC just as a prospector, timber cruiser, surveyor, or biologist qualifies. If you are working in bear habitat, are there times that you would be unable to use a long gun to protect yourself or others? If the answer is yes, you need the permit, with the proviso that you carry a suitable gun and you are competent with it.
