Try Kent.ca. You can buy direct. Not cheap but I got some traditional 2 1/2 inch 16 gauge loads for a British double i own. At the time 20 gauge were out of stock but that was over a year ago.
 
I load 2 1/2" 20 ga. with a load published by Hodgon (data is for 2 3/4" but that's ok) using Winchester 572, cut down AA hulls, and a roll crimper from Ballistic Products. Pressures under 8000. Most recently I got into short 16 ga with Win 572 with cheddite hulls, BP wads and overshot cards There are lots of recipes out there, just that the powders have all but been discontinued.

I’m pretty sure that Kent Canada is finitoh as in no more!!
