NY state law says that a telescopic buttstock needs to be permanently 'fixed' so that you can't collapse it - hence the reason they ship pinned (...or so I've heard).
From my exp, only one side of the stock and buffer tube is drilled out and a roll pin inserted...I used a small grinder bit on my dremel to grind away the head of the pin until it was flush with the buffer tube edge - then slid the stock off and then pulled the pin out with a set of needlenose. I had to look at it for about 30 mins before deciding this was the best way to do it - too about 5 mins to 'de-pin' it ...left a small unnoticeable hole in the stock and tube, nothing major.
