Vibration from the button or cutter. How does it shoot?
This is a "match" barrel.
I would say they are machine marks left by the drilling process, before the grooves were forged (assuming button forged grooves).
Unless you are planning to return the gun under warranty, I would shoot it. If it is a good shooter then put the scope away and never ever use one again.
The lands will lap out in time, or you could lap them, if the chatter marks are shallow. Till then the grooves will collect fouling and copper, and smooth out.
Depending on the depth of the chatter there may be velocity loss as well until things smoothen out.
But I suspect it will shoot fine after a couple of fouling shots.
My two cents,

Don't forget 1/2 MOA
Those are stabilizing rings that improve the harmonics.
That does not look too impressive but honestly I'd just shoot it and see what happens after a few rounds down the pipe.
I have a barrel on a Savage 25-06 coyote gun that looks and shoots like complete garbage when it's scrubbed clean. Once it's had a box put through it it starts to tighten up and by the time I've got the second box through it's shooting really good. Needless to say I only clean it and refoul it once a year just before each coyote season.
Out of curiosity what brand of barrel is it?
It's an MRA.
Oh great, I just ordered a 6.5 Grendel barrel from them....
I think I'll skip the part about looking down the bore and just shoot it and see what happens.
I will keep it, I bought it in February originally for the WK180.
