Do you really think this stupid rule stops anyone from doing this? FYI the upper is a part and is not registered, also the lower is registered with no barrel length attached to it...

Im not saying I've done this, but it's one of those paper crimes that I wouldn't lose sleep over breaking.... (Not that Im saying I would ;) )
 
Yep, doesn't get much stupider than this law. I can buy a 7.5 inch barrel for my AR but can't turn a 20" into a 16".

One thing I don't understand is how does someone know if a barrel has been cut? Say a gunsmith cuts, crowns and threads a barrel, does it somehow look different than a factory barrel? If not, how the heck would this even be enforceable since the upper isn't registered?

lots of barrels have the original length printed on them, that is one way.
 
If the gunsmith/shop has manufacturing on their firearms business license they can manufacture a new legal barrel (out of your old barrel too).
They are then supposed to mark it with their info.

However it can be done in accordance with the laws (as stupid as some of them are).

Criminals will cut their barrels down to whatever length they like. The rest of us will buy barrels as short as they can be manufactured. So really you can get whatever barrel length you want, and so can the criminals. In the end this is nothing but a waste of time for all involved.

Just like nine out of ten laws, gun-related or not. Most laws are passed so that legislators can appear to be doing something about a problem even though, quite often, even the person who first proposed the law knows it will not work. A depressing number of laws actually make the problem worse.

Robert Heinlein once suggested that any new law must require a two-thirds-plus-one majority to pass and any old law could be repealed by a one-third-plus-one vote. His thought was that any law not supported by at least two out of three people was a stupid law.

That was from the Alberta CFO in 2003.

Down here its even more confusing, in theory a shop cannot assemble a AR from parts (even uppers and lowers) without manufacturing.

It always amazes me considering the US has the second amendment and we up here have little to anything that can be interpreted on those lines in the law books, yet the US has gone so far down the same road with all things being considered.
