Not sure if I should feel proud about my ingenuity, or sad because of my lack of patience...
Got some new Hornady 7x64 brass, but dies are still in the mail. So I thought hey, the 7RM FL die should do a good neck size, and sure enough it sizes about 95% of the neck with the die touching the shell holder. Probably could have used my 7x57 dies adjusted accordingly as well.
I always like to size the necks on new brass and trim to uniform length. Used the seater too with no problems.
There are probably a few dozen different cartridge/die combos that would work together now that I think about it...

At least you won't have to worry about getting the case stuck in the die.

Pretty much the same concept as RCBS neck dies... Basically an opened up FL die is all they are. I checked the case dimensions first to make sure the shoulder wouldn't get touched with the die all the way in and had pleanty of clearance. 7x57 would have worked just turning it down slowly until the entire neck was sized but this was easier lol.
I'll probably skip buying a NS die since this pretty much does that job.
On a side note, I see Lee has come out with undersized mandrels for their collet dies. I started swapping them out for Redding neck dies because I found I was getting inconsistent neck tension with the Lee squeeze dies no matter how consistent i was...

Hitzy, nothing specific to add regarding 7x64 however I ordered a .001 smaller mandrel for lee collet dies here for loading 7-08 from Higginsons because I was having issues here as well. (the undersize mandrel ordered was the same diameter as the stock mandrel.) I had to further take the mandrel down .002 to get the desired neck tension. I don't know for sure but I think the issue regarding inconsistency on this end was/is the amount of spring back/cartridge hardening requiring a further reduced dia. mandrel. In this case it is 3 x fired lapua.

FWIW
Regards Ronr
