Without going into all the details let's just say that Bubba had his way with this poor rifle. There are two different kinds of adhesive on the rifle, one is ordinary two part epoxy glue, the other might be Devcon or similar type glue.

I have this rifle stored away and bumped into it again today while working on another project. Figured it could be either a rainy day project this summer or something to tackle next winter.

To be clear, I simply want to get the scope and mounts off the rifle and find the actual rifle barrel underneath it all.

Is it even possible to get this stuff off or am I whistling in the dark? I'm not talking about the financial aspect of re-doing the rifle. Simply the...Can it be done?

Dunnoh, that "Inspectittitted" schticker says it's hoekee dowkee.
So it should be good.

Take the scope out of it, find a round bar that would fit in there and do as above.
Pull the stock from the action and toss the metal into the freezer.
Gooder cold and get a bfh and whack the snawt out of the bar.
Might break lewse.

go with the heat gun approach, epoxies start to soften at about 200 degrees

I’d start with the heat gun, maybe a dremel with a wire wheel to remove the excess glue. I’d bet you’ll be pitching the rings once you get them off anyway, what a mess...

I would guess jb weld rather than devcon as the latter would likely too premium for bubba , heat gun , or maybe out in the sun on a really hot day if you don’t have nosy neighbors
 
Yes, it's ugly. The real issue for me would be "does it work?"

If it works well for it's intended purpose, carefully clean it up so it doesn't look like such a mess and shoot it. I've used epoxy type glues to attach scope bases to barrels and receivers that are difficult to find proper bases for or to keep them from moving.

As mentioned, you can likely remove it with heat but as said if it works, just use some small files to shape it to look better.
 
Strip it completely and soak in acetone to dissolve the epoxy if the plan is to remove it. To make it pretty, file and sand like others have said.
 
It doesn't look TOO bad... with the "quality" of work I'd guess the receiver was never properly de-greased before epoxy application...
I'd try freezer / heat gun / acetone for clean-up.
