I have an L59A1 reciever that had that done to it. Aparently the govt. thought even drill rifles were nasty things to be kept out of the hands of the public.

Many of you know about the CMP from the internet. Before the CMP came about the program was called the DCM, Dept. of Civilian Marksmanship. Under the DCM you had to fire a set course of fire using a .30 cal firearm. You had to attend 3 different shoots. I was a line instructor and ran many of those shoots. You received a score and when you had fired the three courses, you would then put in for ONE M1 Garand Rifle. It then took about 1 year to receive it. In the early part of the 1970's, when Congress found out about this program, the Democrats wanted the program STOPPED NOW!!! "You mean that you are selling rifles to CIVILIANS?!" Well, the fight was on and I was in the middle of it. The Demo's almost got the program stopped, but the NRA, as well as shooters who had fired the DCM courses, phoned, wrote letters, sent post cards, etc. We won, kind of, Sen. Edward Kennedy and others lost, but they had a trick up their sleeves. Congress passed a bill cutting all Federal funding for the DCM, which up to that point was funded by the U.S. Military. So the DCM had to generate its own funding to keep up the program. The DCM became the CMP, and with only backing from us civilians, they had to start charging more for the M1 Rifles as well as ammo and parts. I liken it to my situation: my data is out there and you guys have cut my funding, thus I go under and you lose the data files. There is much more to the story, but I think you get the drift. I would try to keep any type of firearms group up and running by ordering products from them, just to do my bit.
