I've shot the Neostat. I loved the design (Bullpup fanboy) and the capacity, but was very disappointed in the finish of the shotty. The plastic was very poor quality and prone to damage.
I hope that Kel Tec ensures good function and uses better materials than the NS2000. I'd be in.
I was told by the manufacturer that they had a bad batch of forearm polymer, but that was resolved in further productions. I had my handguard replaced for free and there has been no signs of trouble since.
Neostead is pretty much a fail - the reverse pump action is slow because arm will naturally pull the action to the back at recoil.
Does it make it in the "Overall length" category to be Non-restricted? Don't matter to me, I have my restricted, but just askin. I thought 30" was min oal but I'm probably wrong.
The actual number is 660mm, which is 25.984". Depending on exactly how Kel-Tec measured that 26" number, it should be OK. An extra 1/4" of recoil pad or barrel length would be welcome just to avoid walking the razor's edge, though.
Nobody knows yet, but I am sure the RCMP will do their damndest to make it at least restricted if they can't prohibit it altogether.

Here, I'll dumb it down.....The cutoff length is 660mm....that's 25.984"....when have you EVER seen a manufacturer list their measurements to .001"? They DON'T. They round up or down.... ALWAYS.
So...do YOU think .016 is a comfortable buffer? You do realize that a rubber buttpad compresses more than that...don't ya? You think the RCMP wouldn't pull the tape tight to the pad to suit their agenda? Do you even know what the ACTUAL length is? I guarantee you it's not exactly 26".....here's the rub brainiac: A manufacturer adding that extra .5" is a waaaaay safer buffer.

If it is as reliable as an 870 or a 590, then this will probably be the most revolutionary shotgun design since Browning. I am glad it is pump, so I won't have to worry about differently powered shells not cycling (especially considering the 2-load philosophy people are theorycrafting right now).
One of the questions about this gun is how well a pump-action, bottom eject will work as part of a bullpup configuration. Tucked in the shoulder the empties will come straight down on to the shooter's chest or possibly his arm. If the hull gets caught up in load bearing gear or tacticool vest and doesn't fully clear the receiver then you are out of action until you clear the gun.Also, the lack of choke tubes, need for twin 6-round or one 7-round and one 5-round magazine plug, short sighting plane, and as-of-yet unknown handling and functioning in wet/dirty conditions make it pretty dubious for most of what I personally use shotguns for (jihad against hares, grouse, deer, turkeys and clay pigeons).
I'll be sticking to my 870's and doubles until all you early adopters have put several thousand rounds down the tubes and any bugs have been worked out.
