Can someone clarify this.

The Kel Tec PLR-22 is a restricted pistol that uses an AR rifle 22lr conversion mag that has 26 rounds capacity.

Since it is originally a rifle mag, is it exempt from the 10-round pistol mag limit?
 
Yes. It's a similar situation to the LAR-15 mag situation, wherein you can legally use pistol mags in a rifle, but the roles are reversed. That is why Arms East originally imported the PLR-22 last year without the Kel-Tec factory mags - there was a readily available supply of rifle mags that would work in it that didn't have to be pinned, while the Kel-Tec ones would have to be pinned.

It's because the charlie model was not put through the approval process. It would have failed by virtue of the fact that the receiver is stamped 5.56 NATO.
Perhaps Keltec and/or Vault (the CDN distributor) will release future versions to the CDN marketplace with different options.
