So question, the PLR has the same mags so why doesn't all the mags have to be pinned to 10 in Canada?
Because the aftermarket mags like the Black Dog branded ones are manufactured and intended for .22 cal AR-15 rifles, NOT the PLR-22, they are considered to be rifle mags. Since the magazines Kel-Tec manufactures in house are made for BOTH the SU-22 and PLR-22, they are considered to be pistol mags (because of the PLR-22). The fact that the aforementioned aftermarket ones made for the .22 AR rifles just happen to fit in the PLR is immaterial to their classification, and can therefore legally be used in the PLR-22 at full capacity.
