I don't think it will hurt anything... Pressure is the same on both sides of primer pocket when you fire it is it not?
jetting effect of the primer flame will be lessened with a larger orifice.
So making it a hotter or cooler bang?
I'll admit I never had one as bad as in that pic OP posted, but I've loaded quite a few with oblong looking holes from the factory and didn't notice any difference. I think I'm still using some of them too.
Now that I think about it they were all Remington brass as well....oblong or very off-center punched holes in a batch of 1F i got.

It will go bang, but velocity will be reduced. If you have ammo put aside for fouling barrels, offhand practice or gross zeroing of a scope, use it for that.
