Kimber rifle bases same as??????

Are Kimber 84 rifle bases unique to kimber or are they interchangeable with another type like rem, win ect?

Nope they will only fit properly on kimber 84's. The 84's have a much smaller diameter receiver than Rem, Win, Savage, etc.

I have a Kimber 8400 with Leupold bases. Which as far as I know are made to fit a Kimber 8400 only. They might fit another gun as well but I can't remember what the base packaging said.

The 8400 rifle series have a much larger diameter receiver than the 84M and 84L series and are not interchangeable. It's possible the 8400 mounts may interchange with other standard rifles, not sure.
