Might not be at all what you want, but I found various sticker things at local drug store - so the reinforcement circles that stick onto looseleaf paper punched holes - hole in middle is very close to 1/4" - cheap, cheap - hundred or thousands in a package - peel off from backing and stick where you want. I also found some orange circles about 1 1/4" diameter - stick on, put a reinforcing sticker in the middle and have a white circle with a 1/4" orange centre, and about 1/4" orange around outside of the white reinforce thing. Not always punched precisely concentric, but the price reflects that.
For shooting with double aperture sights, I bought bullseye replacements for the 50 meter small bore targets - so about a 4" or so black bullseye for aiming point - with scoring rings. 10 ring is a little less than 1/2", the X-ring is probably smaller than a .22 bullet hole. I got them from Cibles, in Quebec - buy them on line, I think through eBay. 250 targets were $25 mailed to me.
