They do, it's a fact. Kremlin honor guard platoon is using SKS for a longest time time. I don't know about now but back before the collapse I watched them change shifts outside of mausoleum.

Ceremonial "asphalt" troops, so probably not. They have special height/weight requirements and go through a lot of drill. It's called "Kremlevskaya rota".

Without really having an informed opinion, I would imagine they would be loaded. Only in Canada, would a soldier on guard duty not have live rounds in his rifle.

The guards at the "Tomb of the Unknowns" in Virginia are not armed. They have a parade M14 with a modified stock and empty mag well.
