Left in photo, Kynoch Birmingham 303 British, 1940 manufacture. Would I be correct to conclude the cartridge on the right is also a 1940 Kynoch Birmingham with an alternate headstamp?

Safe bet. The crimp is also different. Same components, different assembly machines. Whether this was a different line in the same factory, or a sibling factory would require some research to answer.
 
From 1927-40 .303" made to aircraft spec was IDed by 4 digit date in hs, general service by 2 digit. In 1940 all .303" was made to aircraft standard and made with 2 digit date hs.
