Can't help you too much, but I asked this same question 8 years ago and I received the following response:

"According to The Handloader's Manual of Cartridge Conversions, John Donnely,
page 937, the 9.4mm Dutch Revolver is also known as the 9.4mm Netherlands
M73 and 9.4mm Scherpe Patrone.

Case can be made from the .303 Savage, cut to .81". Turn the rim to .490"
and back-chamfer. I.D. neck ream, chamfer, full-length size. It would use an
RCBS shellholder number 21. "

I use shortened .41 mag shells to make my 9.4 Dutch ones. The tough part is the bullet which is roughly .380 and in my case I have a mold that casts .385 and I size down.

9.4 mm

The chamber measures 430" on the head stamp location and 380" on both the outer end of the chamber and barrell end.calls for a case length of 1.07.Iam hoping that someone will reload on my behalf a buddy or gunsmith. This is way over my experience.Samson

I have been told that its a Nagant in 9.4mm Dutch East Indies.Idont know what year of mfg or for matter not much known.Ammo thats another headache.
