Looks like alot of available parts already in Canada (Magpul stock and handguard/adapter, mag extension, CROM optic mount, etc..) that you could piece it together on a 1301 Tactical.
If they did anything like milling the bolt or cleaning up internals, there's a few shops that could do that aswell.
Those Viking kits for the front end are becoming rater than hens teeth in the USA currently.
I would be surprized if one could easily locate that in Canada. The extension, the light mount, etc.
Honestly I'd never consider any build particularly easy in Canada, but with time and effort you can get it done.

For mine, I used an Aridus adapter plate that accepts the SGA stock, Zhukov handguard, and the Nordic mag extension kit through Casey/ TacOrd.
