Laser bore sighter question

I put a scope on one of my guns today, and I used the bore sighter I bought for the first time...it's the first time I have used one of any kind.

Before I put the scope on, I centred the crosshairs (or real close to centre), and at about 20 yards (the booklet said to do it at 25, but I done it from by back window of my house, to the side of my barn), the dot was a fair bit low, and a little to the left. I got it centred left-right perfectly, but when I was bringing the crosshairs down, I ran out of adjustment when the crosshairs were still at least a couple inches from the dot.

My question is, is that normal ?...or do I have to shim the scope, and if so, what with ?
