Laser bore sighter question

I put a scope on one of my guns today, and I used the bore sighter I bought for the first time...it's the first time I have used one of any kind.

Before I put the scope on, I centred the crosshairs (or real close to centre), and at about 20 yards (the booklet said to do it at 25, but I done it from by back window of my house, to the side of my barn), the dot was a fair bit low, and a little to the left. I got it centred left-right perfectly, but when I was bringing the crosshairs down, I ran out of adjustment when the crosshairs were still at least a couple inches from the dot.

My question is, is that normal ?...or do I have to shim the scope, and if so, what with ?
 
First of all , never trust a bore sighter.
Put the gun in a cradle , turn on the laser. Without moving the gun , rotate the bore sighter. If the dot on the wall moves around then the bore sighter is garbage. If the dot stays put and just spins on itself then you could trust it.
 
I was figuring on shooting it before I do anything else.... But I was just curious. I have my doubts that I could spin the bore sighter without the dot moving.... But if it gets me "on paper", I guess it will do. The ends for each caliber are all adjustable... You screw them on the end of the bore sighter, and the tighter you screw it on, the more it swells the rubber on the barrel insert. So I'm figuring that right there is a weak point subject to error.
