The barrel itself, as mentioned, is not a controlled item. However once it is put on a receiver, the firearm then must comply with the legislation.
Police can do whatever they want with their firearms, cut it, bend it, shorten it, make it go full auto, whatever. Those firearms, components or parts that don't meet the Criminal Code definitions cannot be transfered to any civilian.
But as Repete has posted, if a civilian wishes to have a barrel length less than 18 on a firearm, then it must be manufactured, and not cut down, regardless if restricted, non restricted, semi auto, pump, etc doesn't matter.
And the firearm must also meet the T.O.L. requirment. If the firearm is a semi auto then the barrel can't be shorter than the 18 or it meets the definition of a restricted. Can be done legally, just means it's restricted with a manufactured barrel less than 18. And it must be registered before the barrel goes on, or you are in possession of an unregistered restricted firearm.
