I noticed that there are slight circular marks on each of the bullets I've seated using my Lee die. Is this normal?

That's some crazy shining brass.......... I wouldn't worry much about it , but I have to ask, how much pressure are you putting when seating the bullet ? Are the loads compressed ? That would explain the rings.

I did just that moments ago. There was a sharp/rough edge on the seating plug. I carefully removed the sharp edge with a smooth sharpening stone, followed by a polish with a scrotch-brite pad and then 0000 steel wool. That should take care of it.

0000 steel wool and 10-20 seconds of your time, and bob's your uncle.
When I do more than 20, in the tumbler they go.
I have RCBS dies that do the same thing. It boils down to what shape the seating plug is and what shape bullet it was designed to seat. It's difficult to make a one size fits all seating plug.
As some have mentioned above, round the edge of the plug slightly and that should solve your problem.

It can be much worst with cast bullets, if the seating punch doesn't match the bullet point/contour. I've designed a seating die that uses bullet sizing top punches(interchangeable) to match the bullet perfectly, they float so as to allow things to line up on their own, however, it doesn't match in-line seaters for straightness. It also requires case mouth belling for seating cast, whereas with the in-lines, you don't need to bell case mouths.
