Also, isn't Marstar selling some at this moment?

There's Springfield Sporters in the States who typically have decent stuff at a decent price.

Make sure to check if you need the No4 Mk1 forend or the No4 Mk2 forend.

I haven't seen anything at Marstar, Trade X has some walnut stocks. I am building a #4 sniper clone with a check rest and I wanted to use a different butt piece so I can preserve the original. I may have a solution, I bought a #4 sporter that looks like the same colour wood at least in the picture
 
No permit needed, but usually you pay duty taxes when the mailman brings them to you (or when pick up the box at the post office). But it's quite different if you want to buy a receiver or barrel etc.

Got stung on that once. bought a Long Lee from Milarm and they shipped it UPS. When it got to the border, they ran it through a "broker" who typed two very SHORT paragraphs on a single sheet of paper saying "It's an antique" AND charged me $45 for a few minutes of their time! Everything after that went airmail parcel post.

Everyone up here despises UPS...sounds like they do it both ways...
