I've searched Google high and low, does anyone make a recoil pad that replaces the hockey puck one that's original?

Yes, but they don't make them much if any softer than what you already have.

leeenfieldpartsandmilitaria.com out of the UK

Make one. Just over an inch thick rubber. Rubber mat I was using as motor mounts. Plan was to make a # 5 pad out of it but a friend actually had the metal and pad so I went the easiest route and traded some money.

Go to your local arena and talk to the people who work there. Get a piece of the rubber flooring they use to protect the skates.
Box of donuts might help.

Certain types of bridges and other structures sit upon a pad of rubber , oddly enough called a bearing rubber. LOL Contact ( Google it ) a bridge Bearing Rubber supplier near you ( Redwood Plastics, Heava, Canada Rubber Group, are some of them in Ontario , ask for sales ) They will likely be able to cut you one from some of their sheet goods. You can drill whatever holes you need with speed bores and twist drills. It comes in various Durometers, may even be willing to make one out of polyurethene for you. Rick

I don’t know if it’s soft, but these guys ship to Canada:

They are good to deal with. Last time I looked they had the pad plus metal. I watch the prices as some stuff is way cheaper in Canada or US. Sometimes their prices are cheaper even with shipping. I order parts it’s usually $500 worth so shipping gets spread out. Sucks if you only want one part.
Sarco in the US is another option.
