Skirsons are you suggesting the C^ is more common than the civi version?
Not necessarily. I think part of the production run were still at the machine plant and sold after the war brand new without the C arrow. They may have been intended for the government but after the war huge quantities could be sold without markings whether they were intended for the government originally or not.
My research simply says "quantities" were made available to the public. It would make sense that under the pressure of wartime production, that, at least during the war, the military ended up with way more than civilians.
