This is debatable. The largest problem with the Ross was the politics surrounding the 2nd Battle of Ypres in 1915. Everyone had just had enough of being mowed down like summer wheat. The Ross bore the brunt of the blame because Hughes, Haig, and the rest of the Allied commanders wouldn't.
