This is debatable. The largest problem with the Ross was the politics surrounding the 2nd Battle of Ypres in 1915. Everyone had just had enough of being mowed down like summer wheat. The Ross bore the brunt of the blame because Hughes, Haig, and the rest of the Allied commanders wouldn't.
 
I love my mosins two of which are finned 91/30's and one m27. But hands down my SMLE is the one I would go to as the better rifle. That bolt's like magic and the rifle just feels right when handling. Guess its the balance. That being said my mosins do not have crappy bolts. Not fast like the enfield but plenty smooth.
