IF the cartridges were to chamber 100% freely, without any - none at all - hanging up, it might be OK.
There are quite a number of rifles in which a hesitant cartridge is a real safety issue. Out of battery slamfires can result, which are not a good thing. You really do not want a centerfire rifle to discharge unlocked a few inches in front of your nose.
It is not a recommended practice for good reason.
