For me, it would depend on whether I wanted to crimp while I seated or crimp in a separate step...On my progressive presses, I only make pistol ammo and some plinking 223 and I crimp/seat in the same stage, and therefore have no need for the 4th die.
Full disclosure: I have a Lee Pro 1000 I use for 9mm and 223. Works fine...requires some tweaking upon setup and the occasional adjustment. It for the money, it’s good value. Hopefully in the 4000 they’ve fixed the primer seating stage as it required some funky workarounds to get it working well (YouTube has lots of great hacks for the Lee press).
That said, if money is less of a concern, a Dillon really is the way to go as far as progressive presses but at least double or 3 times the price.
