I saw a nice tactical stock for Ruger 10/22 in PA and I would like to know if this is legal to bring custom stocks across the border.

No.

They are controlled and can only be exported by a licensed exporter, and if over 100 dollars an export permit is required.

Well, this one was less than $100. Still not allowed?
What about laser sights and lights for piccatiny rails? I saw some amazing pricing. Is it legal to bring those across?

The easy answer is no. Nothing gun related can be exported from the US by anyone but a licensed exporter, and further still the manufacturer has to be registered with some dpt. before that can happen.

There is all kinds of BS involved, and without going into all of it, the best answer is buy Canadian.

The 100 dollar limit only applies to licensed exporters as I understand it.

Of course there is always exceptions, and complications but it is extremely complicated.

You can always say its for an airsoft gun. Thats how I bought my last order of stuff from e-bay. Listed and "airsoft accessories"... no issues. Not sure how a stock fits into that though. But the lasers and lights would probably be easier.

Thanks for the comments. I will buy Canadian. I don't want to find myself on some black list just to save a few dollars.

Canadian Law allows you to bring these items back. If you are stopped prior to the border by US officials (ITAR/ATF) you will be in a world of hurt. Just not worth it. Could lead to fines and/or jail time depending on the severity. CBSA is not well educated on these laws so even if you call them they will only quote you Canadian import laws not US export laws.

However you can bring back things such as holsters, belts, tac vests etc.. by US laws.

How about instead of spreading false truths about what can and cant be brought across legally, someone get an official list and post it of what can and can't be brought back, according to the US and Canadian laws, and what requires a export permit, and what can be bought by foreign citizens in the US. No more of the, I herd, or a friend told me, but with links to the actual documentation.
