Legal to import backup sight from the US?

It would be legal to import into Canada.
The export of gun parts - including sights - from the US is regulated. Entirely legal if the US exporter complies with US law.
 
Tiriaq has it right but to belabour the point, you cannot easily or cheaply export the part from the US yourself. If you can find a US vendor who has their paperwork in order (e.g. Brownells perhaps), they can ship it (i.e. export it from the US) to you.

Sights are treated like any other firearm part by the US DOS - exporter permits are required, shipment licenses are required, manufacturer registrations are required.
 
I'm importing a scope from the US right now, it's actually not that hard, just takes a month and $15. The hardest part is finding a retailer on the US side willing to donthe paperwork.
