Looks Finned to me based on the wire sling hangers and the ground Tsarist crest.

It's not Finnish. The rear sight is missing a 200m setting.

I'm guessing either SCW or Romanian rework. I'm leaning toward romanian as they often ground a relief on the barrels like that so the sight would sit lower than the 300m setting with the slider all the way back.

I agree. It's been around, like all of them, but not finned. Anything is possible, but it's probably been to Bulgaria, or there about. Grinding the Tzarist logo could even have been done in Russia, or anywhere. I like this one
