Does anyone know the extreme temperature ranges for Leupold VX-3 scopes? i can't find it anywhere. where I live temperatures of -40 - -60 are not uncommon.

Agreed VX-3 is a tough scope. Should work under conditions like that. Leupold Vx's are used all over the North because they work and are reliable.
 
The only issue you may have is that the power adjustment ring is very stiff to turn, a common Leupold problem. I handled a couple of new VX6's on rifle's last week that felt like I was going to twist the scope out of the rings when trying to turn the ring, and it was only -10 or so. Pretty disappointing they still haven't addressed that issue.
 
In all likelihood the power ring and adjustments will not enjoy being moved in extreme cold. The scope itself should work fine.
