Leveling TR sights

Have rebarrelled my TR rifle, and going to mount the sights. The front is a dovetail block that clamps on with the tunnel affixed, the rear is a side mount. I understand I have to level them both on the same plane, but need some guidance.

I *think* I am supposed to support the rifle on it's side, ensure that the flats on the rear aperture are level (in the plane perpendicular to the action), then adjust the front so it does the same. Voila, re-zero and break-in, yes? The rear sight has leveling screws on it, but they weren't making contact when disassembled.

Knowing what type of sights would help. I start off with a level on the rear sight, then use the bubble on the front sight to level that with the rear sight. Not having a bubble on the front sight might be an issue, and if you don't have one get yourself one, it will save you a couple points per match.

M&S (Musgrave) copy of a Parker Hale 5B with an adapter to attach to the top of the action, P&H No. 2 front I believe. Don't have it in front of me at the moment, but gets you the idea.

So I assume there is no level on the front sight. (get yourself a new 30mm of at least and 22mm). Level the back sight. With the MS sight that is flat Starrett makes a nice little square with a built in level. Or take the action out of the stock and use your handyman level. Now undo the nut holding in your front insert and take it out. Drop a hacksaw blade into the slot so it sticks out both sides and line the blade up with something level like the bottom of a window frame.
