Not much for $400 new..... but used I'd go,

The Henry with the octagon barrel(not the goldenboy) looks pretty good to me but it is more then $300 new.
If you can get a Henry for $300 go for it...I'd wait and save a little more money in case a nicer old Winchester or Marlin comes up on the E.E.
I just bought a 39as with a peep sight for $385....so they are out there.
Just shot the 39as today and it was shooting pretty good but the action is not as smooth as an older 9422 I've shot in the past.
 
I have a basic browning bl22, and love it. It was cheap at $260 used. I'll use it till my son takes it. I also have a basic henry .22, great trigger. The two are much alike, however the henry's lever action(cycle) is a little longer.
I haven't tryed a marlin.
My vote would go to browning.
 
I have both a Henry Golden Boy and a Winchester 94. There is a big difference between the two. The Henry has an extremely smooth action whereas the Winchester feels like its about to fall apart as it so loose. They both have the same accuracy potential and they both look great but the Henry is a bit more polished and built better so its gets to be No.1 on my list.:D
 
The Winchester Model 9422 and the Browning BL-22 would be my picks.Not sure of their cost new but there are good second hand ones available.
