hey guys here is the Advert for the Mossberg 3030, which states the obvious... what do You guys think it might be?

Comment: In good physical condition however the hammer won´t stay cocked when the action is cycled. Will stayed cocked and fire when the hammer is manually operated. Don´t really have the time or energy to get it fixed. I suspect it to be a minor issue which a decent gunsmith could rectify quickly. Hasn´t fired many rounds at all I have the bases to fit to the receiver for a scope, buyer to pay postage and transfers prefer sms or email

Sounds like the bolt isn't pushing the hammer back far enough for it to catch on the sear, but it's hard to say for sure without having it in hand and looking at it.
 
Some folks will file down the little nub at the bottom rear of the bolt in an effort to smooth out the action. You can polish it however the nub (for lack of a proper description) is important as it ensures the hammer is fully cocked when cycled. New bolt is the easiest fix.
Of course, without pictures this is only a guess.

Or just a few light strokes with a good fine file and then a slight smooting with a carborundum stone to move the sear notch back on the hammer a smidge so the sear enters the notch with the bolt stroke as it is. Takes longer to type this than do the actual job.
