Licence Conditions?

So i just received my PAL/RPALand have no special conditions listed on the piece of paper, there is however one point listed under "standard conditions" which is "must inform CFO if i move..."

on the license itself it says "standard conditions are attached to this license"

do i still have to carry the other paper around with me?

if so then this seems kind of idiotic, why would they not just put the conditions on the license?

no you don't need the other, just tuck it away in a safe place with all your other important papers and that's it
