The starting loads that Hogdon recommends for both of your on hand powders are in the 2670fps range. That may, or may not be because of issues they found. (I expect not) Only trials will tell.
To do this properly you really need a chronograph. If I were doing it, I'd try about 38 grains of either of the two you suggested and work up or down from there. Magnum primers are probably a good idea, as reduced loads can lead to inconsistent ignition, although I've never experienced it with those two powders.
Be sure to fire a good set over the chrony with your finished load to see what velocity range you can expect.
