Limit on powder & primers

If memory serves, and I stand to be corrected, the 'explosives act' limits to 10kg the amount of smokeless gun powder a person can keep in their home. Does anyone know if there is a limit on primers and if so what it might be ?
 
Powder storage

I looked it up on a goverment site today. The max allowed per person at their own residence is indeed 75kg. But that amount must be stored in a certain way, and if not, the 75 kg amount does not apply. Storage seems to be the big issue. The more I read on goverment sites about the shooting regs, the more I wonder if any of the people who made up these laws actually shoot ???
 
I always thought you were allowed 22lbs of powder and 10k primers, but they had to be separated and locked up in wooden boxes with brass latches and holes drilled in the side so pressure couldn't build up.
 
Isn't there a sticky at the top of this section of the forum? It says 10kg (22.04lbs) of powder stored in a "substantial" locked container used exclusively for powder and a "reasonable" number of primers for personal use also locked but no container requirements. Similar to how you are allowed a "reasonable" amount of loaded ammo stored in your residence for personal use, there is no legislated max so you would have to defend why you need the amount of ammo you have if it ever came up (as unlikely as it is to be an issue it is food for thought).

It appears to be a quote from some regulation but I don't know from where.
