The mix I settled on 30 years ago after lots of tests, and that has has proven itself universal in both rifles and handguns for match work was 8 lbs. reclaimed range lead (pretty soft), with 8 lbs. of wheelweights and 3 lbs. of lino. This can be driven up to 2000fps without leading and expands just right for all purposes.
Estimated Brinell Hardness comes out at 12.2 depending on the WW because they have changed over 30 years and the range scrap mix. Correct sizing and good lube would get you close to the 2000fps without leading but each firearm is a story unto itself.
Air cool for pistols and slow heavy rifle bullets and water quench this mixture for higher velocity loads and it would work great.
