When you measure powder by volume ball powders are for sure more dense then stick powder...Of the powders I use H-335 is the finest and dense and N-570 is the most coarse and takes up the most volume...Two totally different powders as far as burn rate.

I'm curious to know why you would load by density? So it fill the case better?
Yes. To avoid an accidental double charge. And then to put more powder into a compressed load needing a little more umph
