Chuck Hawks is saying Hornady's 6th Edition manual gives as a max load, 37.1 grains of IMR4064 or 36.9 of IMR4320.
Handloads.com shows one load of 37.4 grains of Varget. This is a load some shooter posted there, so it's not verified as totally safe by anybody. Likely is though. The guy says he gets a one hole 5 shot group out his Ruger 77.
varget behaves very similar to RL15 or IMR 4064 in my experience (especially RL15).
In my 243, 37.8 grs Varget behind a 80 gr Speer SP did 3195 fps avg. Federal 80 gr factory loads did 3410 fps avg, so I dont think my handload was overpressure by a long shot.
Some data Ive seen goes up to 39 grains with 4064/RL15/Varget, with 85-87 gr bullets
