Backing off the powder charge "NORMALLY" lowers pressure, and increases the chance of unburnt powder.

There is always the occasional exception.

The dacron also aids in sealing the combustion gases. This can definitely be a contributer to the improved results I got.

I shoot just about every test shot I shoot through a chrony. It gives valuable info.
 
Sounds like a good opportunity to perform a "ladder test" in reverse to how the target shooters do one...start big and go down in 1 gr increments until you reach your own arbitrary minimum velocity.
A good excuse for a Chrony for Xmas...
