I'm a Lee fan, and the cheap method if you are not in a hurry is the Lee Hand held loader, the Hand loader should come with their Ram prime.
Then you can pick up the dies for less then $25.00, and a shell holder for a few bucks more.
I also have no problem with the Lee scale, but you could upgrade to digital if you are so inclined...I wouldn't use the volume scoop method, scales are the way to go IMHO.
Also I personally Like the IMR series of powders, and the speers manual has some good recipes for the 6.5 x55.
Also double check your used cases inside and make sure they are not Berdan primers (they have 2 dots) or you will bust your de-primer pin...you need a special tool for those...I put my military surplus brass in a box and find a home for it among those that like those sort of primers.
Simply buy new brass, or scavenge used Boxer primed cases in this caliber.
