Logic of powder speed to bullet weight

I'm just throwing this out there as I'm looking at some VV powders that I have seem to found in stock somewhere. I'm deciding on N140 and N135. The N140 is similar to Varget while N135 is similar to IMR 4895. Having said that...

I'm loading for 308 Win and have varying different bullet weights I've been playing with from 130 grains to 180 grains. Also, one of the firearms I'm using has a shorter 18" barrel while the other has a 22". I'm thinking it might make more sense to look at using N140 as a general go to powder for a lot of things, but I have this feeling that N135 might be a better option when it comes to trying to push lighter bullets, like the 130 grain TSX, out at higher velocities in a shorter barrel.

I'm mainly looking at these as an option because I can't find Varget anywhere. Is my reasoning sound logic? Would I look to have a slightly faster burning powder for the shorter 18" barrel? for heavier bullets (greater than 150 grain) would I be best served with a slower powder?
 
With any specific bullet weight, the powder that produces the highest velocity in long barrels will also produce the highest velocity in shorter barrels. Generally, very generally, heavier bullets for any given caliber will do better with slower powders suitable for that caliber. Generally.
