Yeah the Whole DND thing has nothing to do with Safety, Its a bum fight. DND ranges are Federal Jurisdiction, the CFO range inspectors are Provincial. DND guys say Provincial Range inspectors have no juice on Federal Property, we have our own rules, JAG got involved .. CFO got pissed off ATT for Civilian Ranges and ATT for DND ranges was the end result. Back in the day before this bum fight you only required one ATT.
