I know this is even a larger PITA but be proactive. Contact the people that want to shut you down. Ensure them that their concerns are/will be met. It is way too late when the gate gets put in to stop all traffic.
We have had that in our area for years - gazillion nice places to quad and shoot. Things got really bad and I just happened to come along at the right time and ask permission to do a massive upgrade on a field that we considered "the range". Actually it was set up as such but you would never know it.
Guess what, in a time of range closures and the fed's jumping all over gun useage, we got a big green light and full support. The range got built (still being used today), lots of help during the certification (rules got bent in our favor for sure), etc.
We have a great place for recreational shooters now
When I asked the head RCMP guy that pretty much pushed our app through, years later, his answer was simple - "rather have all the shooting in 1 controlled spot then a war zone in the hills."
Not saying you will get a range where you shoot, but having that area properly controlled and CLEAN will go a very long ways to protecting your right to use it.
Having Forestry and the RCMP on your side will go a long ways to help keep the other users from getting a stoppage from going through too.
