I just started putting my No4 Mk1* into a new un-issued full stock( It`s not factory original but I sure love the way it looks) that I bought from the UK and need advice on fitting. The metal end caps, top and bottom are tight against the front sight band, almost as if they are a little too long. Is this correct?

There has to be clearance at the front as the front sight protection needs to be installed. I would need to know if this is installed or not? Generally you do not installation until after the forend is fitted...a picture would be great. There must be a gap between the front end cap and the sight block. I've lots count on the number of these I've fitted over the years.

First order of business, though, as hinted by Ron, is the forend properly bedded? i.e.:

That's an odd one to me. I have had several front hand guards that were too far forward and that is an easy fix. Is the rear portion of the forestock tight against the butt socket?

Yes, the rear is tight against butt socket, fitted up into place and I have to really push to get it into place in front, even without the sight protector it is really tight.

If the tie plate is well recessed into the stock then you could take out a bit of wood there but it still needs to be in firm contact. Too bad you are on the other side of the country. I would love to have a look at it. Do you have another #4 handy that you could swap the furniture and see how that fits?

The forend and handguard caps cannot touch the sight guard. There must be visible clearance or it will interfere with the movement of the barrel. The rear of the forestock must have no gap between it and the butt socket. Try a feeler guage there all around. The only place the feeler guage can go in is right at the tie bar (the thin band at the back of the forestock).
Another note, Sometimes the stock bolt is installed without the spring washer and forces the forestock forward. Ensure that the stock bolt does not protrude past the face of the butt socket.
