Comparing apples to apples, no. Lets take two identical revolvers; 1 .22lr and 1 .17HMR. Both will have lower muzzle velocities than a carbine or rifle length barrel in the same caliber but, keeping it to just these two hypothetical revolvers, the .17HMR will ALWAYS have more m.v. than the .22lr from the same length barrel.
I fired a S&W stainless .17HMR couple of summers ago; THAT was fun!! Had a great roar and almost the kick to match.
